Project management from Berlin

PM CTRL UG (haftungsbeschränkt) was founded in Berlin in 2025. The company provides client-side project management and project controls for transport and infrastructure projects, mainly for public and railway clients.

PM CTRL is founder-led and grows step by step. Clients work directly with the managing director. The first permanent project management staff will join from 2027.

Sergius Winter

I have been controlling major infrastructure projects on the client side for more than ten years. I started in 2013 in tendering and procurement at BAM Deutschland. In 2016 I joined Deutsche Bahn, first in schedule and cost management for Stuttgart 21 at the Albaufstieg with the Boßler and Steinbühl tunnels, then as project lead and client representative for station upgrades in Baden-Württemberg.

Since 2022 I have worked in project management in Berlin: the A100 urban motorway, 16th section, through to opening, the Tangential Connection East and the Marzahn traffic junction, which I took over in a critical phase. I founded PM CTRL in 2025.

How I work: I make schedule, cost and risk readable for decision-makers. To me a schedule is not a compliance document but the most important control instrument of a project.
